The Board of County Commissioners of Las Animas County, Colorado, by Resolution No. 92-13, dated July 21, 1992, established the Las Animas County Emergency Telephone Service program and initiating a funding surcharge. Also in 1992 an Intergovernmental Agreement (IGA) with the Towns of Cokedale, Starkville, Aguilar, Kim, Branson and Trinidad along with the Fire Protection District of Fishers Peak and Trinidad Ambulance District was agreed upon to create a separate legal entity known as the Las Animas County Emergency Telephone Service Authority Board (Authority Board) to administer the operation of the the program operated by City of Trinidad (COT) and known as the COT Dispatch/Communications Center. Eventually the original IGA was amended to include the following fire protection districts, Hoehne, Spanish Peaks-Bon Carbo and Stonewall.
